Russian Consulates are currently changing their visa format. Some Consulates may still issue the old format visa. There are just several differences between the new and old format visa. The new format Russian visa is glued into your passport. Your passport, not a copy, must be submitted to the Russian Consulate for processing.

The old format Russian visa is a separate piece of paper issued as a supplement to your passport.
In this case you are required to submit to the Consulate three (not one) photos.
The photos must be matte-finished, not glossy, for the Consulate stamp to properly adhere!
